Global Educational, Scientific and Cultural Exchange Association

The Global Educational, Scientific, and Cultural Exchange Association was established in 2020 in the United States, one of the most influential international organizations today. The Association aims to provide professional consultation, coordination, and international exchanges, merge resources from all industries, play the role of folk channels, and promote the folk development of global education, science, and culture, to enhance mutual understanding and friendship among peoples all countries.

The predecessor of the Association was the “Wexford Cultural Center” founded by the famous Chinese musician Mr. Luo Huinan (deceased) and the pianist Ms. Saimei Biesiada in the early 1990s in Chicago, USA (hereinafter referred to as “Cultural”).

The founder, Mr. Luo Huinan, was born in Yulin, Guangxi, in 1921. He is a well-known composer and music educator in China, one of the five founders of the Department of Composition in Wuhan Conservatory of Music, and one of the founders of the Department of Music in Guangxi Arts Institute. From 1956 to 1958, as a well-known Chinese musician, he held the “Soviet Experts and Acoustics Teaching and Research Class” at the Ministry of Culture of the People’s Republic of China. He continued his studies with many famous Soviet composers and piano masters. Mr. Luo served as a Professor and an Associate Dean of Department for 11 Art Institutes in the Mainland, Taiwan, and Hong Kong, as well as the music conductor of the first Sports Game in Taiwan, the music lecturer in the Taiwan Youth Summer Camp, and director of the Taiwan Symphony Orchestra. After retirement, he has been committed to folk art exchange and communication.

With three generations of musicians and many governing units, the “Cultural Center” has developed rapidly with the joint efforts. Many concerts, masterclasses, and academic exchanges have been held in the United States, Russia, and China.

  • In 2005, as the grandson of Mr. Luo Huinan, a Ph.D. with a dual degree in Russia and the United States, a cellist, an expert on antique violin appreciation and restoration, and an American lifetime artist for Artist Diploma, Dr. Liu Yunhai cooperated with St. Petersburg State Orchestra to hold “Concert in tribute to Russian national meritorious artist Nikki Jean” at the Hermitage Theater in Russia.
  • In 2007, St. Petersburg Conservatory hosted and the Cultural Center co-organized the “YoYo Ma Russian Master Class” held at the St. Petersburg Conservatory and broadcast simultaneously by local TV stations. Cellist Dr. Liu Yunhai, artistic director of the Cultural Center, was appointed to attend this master class to demonstrate students.
  • In 2008, the Cultural Center and Tanzania Institute of Arts jointly held a short-term academic exchange “African Drums – Call of the Ancients”.
  • In 2009, the Cultural Center was invited to participate in the famous “Sunflower International Music Festival” in the United States.
  • Since 2011, the Cultural Center has successfully sent nearly 1,000 Chinese students to study abroad in the United States and Europe and has successfully held summer camps and winter camps all previous years.
  • In 2013, Dr. Liu Yunhai founded the “Wexford Violin Center” in Pennsylvania, which has developed into the most authoritative center for appreciation and restoration of famous pianos in the East Coast of the United States.
  • In 2015, the Cultural Center, Research Center of China Arts Education, Guoying Group, and many other well-known Chinese cultural companies held the “International Art Exchange Summit Forum” in Los Angeles, United States.
  • In 2016, the 10th “Montecito International Music Festival” hosted by the Los Angeles Violin Art Foundation, La Sierra University, the United States Montecito Music Festival, and organized by the Wexford Cultural Center in Los Angeles, United States. The music festival lasted for three weeks and invited hundreds of well-known musicians from around the world to attend, having the world’s most incredible lineup of masters and celebrities. It is currently the highest-level classical music event in the United States.
  • In 2017, the Cultural Center reached intent cooperation with the Johns Hopkins Hospital, the Cleveland Clinic, the University of Pittsburgh School of Medicine Affiliated Hospital UPMC, and other top American hospitals and clinical experts. It was to screen global high-quality medical resources and provide throughout consulting and professional services of overseas medical treatment for patients.
  • In April 2018, the Cultural Center was invited to participate in the “Global Entertainment Industry Summit – GEIS” held in New York, United States, with several well-known celebrities from China and the United States’ cultural and entertainment industries.
  • In November 2018, the Cultural Center signed a strategic cooperation agreement with American media companies STEEL and APEX. It launched American football, ice hockey, golf, polo, soccer, global art incubators, advanced seminars for global media producers, Hollywood celebrities, model brand ambassadors, and other international exchange projects.
  • In August 2020, the Cultural Center represented the United States to participate in Chengdu International Youcheng Youth Music Week virtually.
  • In October 2020, the Cultural Center officially renamed the “Global Educational, Scientific and Cultural Exchange Association” in United States.
